Option 4 : D

**Person: **A, B, C, D, E, and F

1. D weighs more than E but less than A who isn’t the heaviest.

___ > A > D > E

2. B weighs less than only two people and he weighs 78 kg.

___ > ___ > B (78) ___ > ___ > ___

3. C weighs 8 kg more than D but 21 kg less than A.

C weighs more than D but less than A.

A > C > D

Now, from the given information, we know that B has less weight than only two people and A didn’t get the highest weight.

Therefore, A weighs more than C, D, E, and B.

Only F is left and the position for the person who got the highest weight is vacant. Therefore, F is the heaviest.

Therefore, the final arrangement is:

**F > A > B (78) > C > D > E**

Hence, D has the second lowest weight.
